The lowers are very nice. I would suggest you get one now. Yes, you can always get the other parts later. In order to complete the lower, you will need a lower parts kit--$40 to $80, and then a stock. The stock can be a standard stock or CAR or any of many different aftermarket stocks. These can run $50 to $280 depending on what you get.
Top ends are easy to build and are interchangeable. You can buy complete top ends for $400 up to the sky is the limit. Depends on the barrel and sights and rail etc. I have lots of parts.
Get on out to Havasu and we can rock and roll a bunch of black and evil guns. The wheeling is great as well.

So whats the difference between a lower receiver and a stripped lower receiver.

What does the ATF consider a firearm? Do they consider just the stipped lower the firearm? or does it have to be the full lower? What part is serialized? I want to pick one up, but I want to get all the questionable pieces now, and get the rest later.

A stripped lower is just the basic frame. It has the serial number and is considered the weapon. A "lower" as you have attached is a stripped lower with a lower parts kit installed. Some lowers also have the stock installed. Hence:
Stripped lower=frame only;
Lower= strippedlower plus the parts kit, which is installed. The kit consists of the trigger, hammer, springs, grip, mag release, pins, detents, etc. Sometimes the stock is attached.
Therefore, you need to get a lower, either a stripped one or complete lower.

To be legal in CA, you can NOT have a pistol grip and a detachable magazine.
If you build with this configuration, you have an illegal weapon. Get busted
and you are looking at some jail time.
I would suggest you get the parts for the detachable magazine and a monster man grip.
Do a google search and you will find it.
We regularly have people do our classes, shoot 900 rounds in a day with this configuration
and it is just as effective as the pistol grip. You can shoot from any position with the MM
grip and get really good hits.

MOA, welcome aboard. For a OLL, I prefer a pistol grip with a bullet button. No matter which way one goes, there is still the mag issue.
