Just a reminder,
The FCC released a Public Notice on March 23, 2022, stating that the amateur radio application fees, including those associated with Form 605 application filings, would become effective on April 19, 2022. The Federal Communications Commission's authority to impose and collect fees is mandated by Congress.

The $35 application fee, when it becomes effective on April 19, will apply to new, modification sequential call sign change, renewal, and vanity call sign applications. The fee will be per application.

Administrative updates, such as a change of name, mailing or email address, will be exempt from fees.

This fee will be paid directly to the FCC after receiving a passing score on the license examination. The FCC will send email to the applicant with information for the payment of the administrative fee. A valid email address is required on the application. This is how you receive your license grant document.

Some additional clarification.

If you do not pay your FCC fee within 10 calendar days, your license application will be cancelled.

There is no additional fee to the FCC for a license upgrade. Basically, anything that would change your license renewal date requires a fee.
