I Can't Figure It Out

Maybe someone has an answer. On the 40 between Barstow and Needles, there are many places where the center medium is anywhere from 2 feet to 20 plus feet deep. There is a shoulder on the right side, but on the left, you have a rumble strip that is maybe 3 feet wide and then another foot and then a drop off. I saw another rollover in the center today and this is not the first one. The winds are strong and can blow a vehicle around and the 18 wheelers tend to wander. I bet the state and the county get sued every time there is an accident. So why did they build it in this way? I thought maybe flood control. I always wonder about this when going or coming from Havasu. You have the drop and then it is flat for maybe 50 yards and then rises to the other opposite bound lanes. Any thoughts?
