That's the part that drives me nuts. It's not consistent unless you're some big shot. How about I am a law abiding citizen who's had training, pays their taxes and would rather be discreet then some cowboy wearing a sidearm? That should be sufficient except replace citizen with legal resident (Dutch)

Before you assume the worst, go check it out. I know most people assume they can't get a ccw, but apply and find out. I have helped a few people obtain ccw's in CA, but you have to take the first step. Contact both agencies--you can apply in the city, if you live there or the county. Talk to them for their policy and do some research on who may issue. Then retrieve an application and get it filled out along with whatever other items they may request. If you have questions, post them and I may be able to help. Hence, don't complain until you do your part, you may be surprised
or maybe not.

I have never looked into a CCW. With a CCW can you carry loaded or do the same rules apply as do in open carry? I remember that you have to have a good enough reason to be issued a CCW. Is personal protection a good enough reason?

It is worth checking on though, some agency's would let you get away with reasons like "I travel the back country where police are hours away" slide. Others couldn't care less if you are a bank manager in east LA.
Yes, with a CCW you can carry loaded unless otherwise prohibited (like state/federal buildings, etc.). However, according to CA law your concealed handgun must be just that... concealed. Also, it is really a CHL, not a CCW/CWP... you can carry the handguns registered to the license. This is important to know if you are planning to carry concealed knives or other weapons.

Apply for your ccw. One never knows what might happen until you try. You all stay safe. Off to Namibia in the morning--have to do some baboon control. And for those who don't know, they are nasty critters.
