To register for an FRN go to the following link and click on the "REGISTER" button. Follow the prompts and you generally have your FRN within about five minutes of hitting submit.

Yes, if your license is relatively recent (issued after FRNs were allocated).

Check your wallet license - it should have "FCC Registration Number (FRN): xxxxxxxxxx" on the bottom, under "Amateur Radio License"
