Well after the government was shut down, there was a backlog of applications.
I just checked and all of our candidates licenses have been posted as of yesterday October 30. Ten Days from Test to License Grant.

http://www.arrl.org/fcc/search
you can also call the FCC at 888-225-5322 or ARRL at 1-860-594-0300.
