New Members?

Is it obvious where new members should post up to introduce themselves? Most forums make it obvious where to post up and introduce yourself but I don't think that is the case here at OAUSA because we don't seem to do much welcoming here lately. :( I know once you click on http://www.oausa.net/forums/viewforum.php?f=45 it becomes pretty obvious but the link looks like there are no replies behind it. Does that make any sense? Your comments are welcome. :)
